As part of its ongoing Civil War project, Life During Wartime, the Tribune explores a might-have-been scenario from May and June 1861, when the alignment of states between North and South was jelling. What if, Tribune writer Rudi Keller asks, Missouri had kept together a force of men in Jefferson City to challenge Federal authority rather than disperse it three weeks before fighting began? Military Units

Regular Army: Officers and men who were in the U.S. Army before 1861. An officer could hold a rank in the Regular Army and a much higher rank leading volunteers.

Volunteers: Active-duty companies or regiments made up entirely of voluntary enlistments for a specified time, ranging from three months early in the war to one year or longer later.

Militia: A civilian-based military unit that was available for active service in emergencies.

Company: The basic organizational unit, usually of 50 to 100 men with officers up to a captain.

Regiment: A grouping of 10 companies that fought together under a colonel.

Brigade: A group of two or more regiments under the command of a brigadier general.

Division: Two or more brigades under a single commander. In the Missouri State Guard, it was also a geographic region of the state that was assigned a command staff with jurisdiction over units raised within its borders.

Corps: Two or more divisions under command of a major general.

Weaponry

Rifle: A type of gun barrel, both in personal arms and artillery, in which grooves in the barrel cause the projectile to spin, increasing its range and accuracy. Only the best-equipped batteries had rifled artillery.

Musket: A single-shot, muzzle-loading personal arm that used a round ball fired through a smoothbore or rifled barrel. Older muskets had a flintlock firing mechanism; up-to-date weapons used percussion caps.

MiniƩ rifle: A rifled firearm designed to take advantage of a conical bullet, named after one of its French inventors.

Cannon: A smoothbore or rifled artillery piece that fired on a relatively flat trajectory, differentiated by the weight of solid shot it fires. Cannons fire solid shot, explosive shells, spherical shells or shrapnel, grapeshot and cannister.

The latest example of the changes wrought by Director Mayorkas is an opportunity to allow the public to comment on interim guidance memorandums before they becomes effective in final form. This type of pre-effective-date chance to comment never happened before with the old INS or the pre-Mayorkas USCIS. The early-peek opportunity for comment allows the agency to withdraw with dignity intact from a position that stakeholders may show is contrary to law or legitimate business practices. For example, USCIS is now accepting comments on a guidance memo with a dry title but a topic of great significance to many prospective green-card applicants with high levels of accomplishment: “Evaluation of Evidentiary Criteria in Certain Form I-140 Petitions.” This particular guidance memo arises from a debunking the agency received from the Ninth Circuit Federal Court of Appeals in Kazarian v. USCIS, 596 F.3d 1115, C.A.9 (Cal.), March 04, 2010 (NO. 07-56774). The Court in Kazarian held that USCIS (in this case the Administrative Appeals Office) may not “unilaterally impose novel substantive or evidentiary requirements” without support in the Immigration and Nationality Act or agency regulations. While Kazarian dealt with EB-1 (extraordinary ability or achievement) green-card eligibility criteria, the interim agency guidance cited extends this also to the EB-2 immigrant visa category for exceptional ability aliens. In my view, USCIS should have issued a guidance memorandum more broadly. Stakeholder feedback should have been issued on a guidance memorandum (which I’d be happy to craft upon request) entitled “Illegality of Unilaterally Imposing Novel Substantive or Evidentiary Requirements.” A kid does not need to tell me my worth. I know it better than you do. I have lived more than you have and I like IVs mission and agenda but I dont like people who label others as junk when they are not contributing more. This represents selfish attitude. First you contribute $500 like I have done and then tell me to contribute more. Otherwise just lie down peacefully. As this is your article, you have all the freedom to write on what impacts you. However, keep in mind that FB immigration is still a sore spot with the American public as the perception is that Immigrants bring their parents here to collect on SS and Medicare (true in some cases I guess).
