*To obtain the set of fingerprints, you can visit your local police station and ask them to have a technician take them for you. There are 2 forms, one is BLACK – for state background checks, the FBI check is a LIGHT BLUE form. Cost me 5 dollars to do so.
*The note asking for a signature and seal is important otherwise you can’t get it apostilled by Washington.
This can take a long time. It took me about a month but it depends on the volume of requests they receive. I suggest including a return envelope stamped (I paid for express priority), otherwise it could take an extra 2-3 weeks.

2) Affidavit Method
Visit your Notary Public Ask for an Affidavit: States that the FBI check is a true document Have the Affidavit and FBI check notarized. Send it to your Secretary of State Include the money order with the appropriate fee.*Getting an Affidavit is alot faster though costs a bit more. The affidavit can cost around 45 dollars, plus the notorization fees. The notary public will more than likely mail the documents for you and you will receive it in the mail.
Personally, I sent mine to the Secretary of State in Washington since time is not too much of an issue for me right now. I sent it early May and expect it late May. Though my University can’t process my degree till May 18 and then sent through the apostille process. By the time I receive my degree apostilled I will get my FBI check apostilled from Washington.
For others getting an affidavit will be much faster, as for me I didn’t want to spend any more than I had too.
Universities can process apostilled degrees, they usually have their own notaries and will do it for a small fee. Additionally, if you graduate soon, degrees take a while to process, up to 2 months before you get it mailed. If you talk to them and explain your situation, you can have it processed much sooner!
